Here's the situation:

The owner set a double-wide mobile home on fill, the top of the fill is approximately six feet above the surrounding natural grade. Instructions direct me to Item E1a & E1b due to no BFE. The finished floor of the home is one foot above the top of the fill.

My question: The HAG would be the highest grade at top of fill? And the LAG would be the lowest grade touching the skirting of the mobile home?

It seems one of these grades would need to refer to the amount of fill the home is elevated on above natural grade. We recently had a near 100 year event and the water did not come anywhere near this home.

I don't do many of these and there are a lot of A Zones in rural New Mexico without BFE's, and tons of mobile homes. I appreciate your help and comments.

Assuming the structure is rectangular I would take shots at each corner where the skirting meets grade. Then list the highest as the HAG and the lower of the shots as the LAG.

“It seems one of these grades would need to refer to the amount of fill the home is elevated on above natural grade.”

That would apply if you were submitting a LOMR-F.

Section E needs to be in reference to natural grade. This may require taking shots around the edge of the fill and interpolating.

This topic just came up a few days ago. The link is to that discussion. I am dealing with the same situation on a current job.
