Does Kentucky, Tennessee, Texas, and other metes and bounds states
have their original land grants digitized?

The Texas General Land Office has been digitizing the land grants for several years now and many are available online in a PDF format for free. Those not yet scanned may be purchased for a small fee by contacting them.

Virginia - yes. Which includes pre-war WV, some early grants in KY, OH, etc.

If by digitized, you meant raster, then Mr. Opperman is correct.
If you meant digital as in GIS, then try this:
TNRIS digital data download
You can type in the county or quad name, then download "OTLS" under boundaries.
CAVEAT EMPTOR! There are disclaimers on using the data, and rightly so.
In some cases, it may fit fairly close, in other areas, it can be quite a bit off.
To quote one of my favorite Chief Dan George Outlaw Josey Wales lines: "it's not for eating, it's just for looking through".

There is a way to import the shape files along with the metadata that includes the survey names. But I have lost the process in the cobwebs of my mind.
