How many points and do you have 2 points coordinated in both syatems?
Could do a 2 point transformation in excel if you don't have any other software
I have 1000 points in DEM and 50 points in local coordinats what software I will use?
I was thinking to view them dem points in an orthoimage and then pick the same one like the Ground controls points in photogrammetry.

What software have you got???
You need a couple of common reference points. ie have a coordinate in both systems. or 2 properly defined coordinate systems.
I have pix4d, carlson surveyor, autodesk map, i agree with you but i want to see them and them pick the same ones..

probably pix4d but it;s out of my knowledge. i would do it with excel or autocad happily.

Not Pix4D, it can't import nor translate a DEM.
The DEM can be translated with GlobalMapper. Can also be imported into InRoads.
Why not just convert the DEM points to XYZ, then use Carlson to translate at rotate? May need a scale factor also.

How were dem coordinates generated?
We surveyors are pretty well used to rectangular 3d coords, that are close to our geographical local area, on the face of the earth.
Being in the South, we think we know things, that we dont, like "bring me dem coffee".
We know what we mean, but sometimes others dont! 🙂

DEM = Digital Elevation Model
Often generated by Lidar data or from Aerial Mapping.
They can be in 1m or 2m grid spacing.
Often they are on UTM or SPC coordinates.
