I would like to obtain (purchase) a stand alone COGO package for the primary purpose of map check. I utilize Carlson Survey for my production work, but need a package to run independent closures of my own work as well as that of others.
What I need in the software:
Basic COGO Routines
No Need For 3D, Horizontal Routines Only, No Contouring, etc.
PC-based
Non-subscription (I want to pay once, not annually)
User-friendly curve entry
Relatively low cost
Any ideas are greatly appreciated.

I suggest you take a look at Copan Lite. I think it does what you're looking to do, and is free to boot! There's also a Pro version if you want to add linework and other features.

Take a look at PC Survey (pcsurvey.com). Plots and annotates lines as you enter calls, creates map check reports in the survey. You have a coordinate file when your done entering a deed.
Comes in modules. You just need the basic, maybe $250. You can teach someone with no cad experience to plot a deed with it in a few minutes.
The cogo functions, including curves remind me of field software. Curves just ask for a few parameters. Traverse/sideshot, use angles, bearings, azimuths. Frankly it is a great overall software for basic boundary work like lot stakes and small rural boundarys. Plats are drawn as you do calculations.

I use PC Survey and I agree. Well worth the money. Learning curve is very small. Closures like they should be run. They will get you a demo (or at least they did) for free so you can see how it works. Exports and imports to/from auto cad as well. You can also get a module that will run as a data collector. How much you spend is up to you, no required updates.

FreeCOGO - Bearings (azimuths) clockwise from north - Distance metres (default),
FreeCOGO Europa - Bearings in Gradians - Distance metres (default),
FreeCOGO Quadrant - Quadrant bearings - Distance in feet (default).

Self installing - Read the Readme file in the zip.
Doesn't affect system files or registry - just delete the folder to uninstall.
Can be installed to a USB memory stick and run from there if you don't want it on your hard drive.

I downloaded Mr. Graham's FreeCOGO Quadrant and was impressed, and even more so when he sent me a U.S. version with input/output switched from East,North to North,East-thanks Barry!
BTW, he's open for user suggestions for improvements.
