Does anyone know if you need a COA (Certificate of Authorization) or Firm Registration with the states to do Pipeline work in Colorado and New Mexico

For Colorado you need to be licensed for boundary work or anything that will effect title to property and that includes easements. They don't authorize surveying to a firm, only licensed surveyors can survey in Colorado.
Construction staking, not really.

Not really sure of the entire question, but if the project extends into AZ you should retain an AZ RLS to perform the work. I'm not soliciting work, but could likely help out if asked.

Here they require a "firm card". It's $20 a year fee and lists all the registrants in the company to be listed. That includes principles & registrants. The AZ Corporation site has even more stuff.

I don't remember how to do the gizmo link stuff, but this is the official AZ BTR site link: http://www.btr.state.az.us/ Look up "firm card". Kinda simple.

I'm pretty sure most states have their specific rules, so I'd be checking them out prior to going forward.

Thanks gentlemen. The project is only in NM and CO. I have been working with NM board and their last reply was "Firm registration is voluntary". Not sure if I really believe that. Can't seem to be able to contact anyone on the Colorado Board . More than likely some where down the line we will need a surveyor in both states.

There is no COA in New Mexico or Colorado, but like others have stated, you need a licensed NM/CO surveyor. There a plenty around to be subcontracted if need be and where your project is running in both states.
