It does not per contractual obligations as part of Carlson's Autodesk Developer Network (ADN) agreement.
I think it is cheaper to buy Survey with embedded AutoCAD than buy AutoCAD LT and a copy of Survey to load on top of it.
The only thing that you lose with the embedded version is the ability to write autoLisp routines. Everything else is there. When I transitioned I only lost ONE autoLisp routine. All of my other autoLisp stuff was already built into Carlson and the one they did not have I did not use that much.

You also lose Express Tools!
Alias commands are gone --No ACAD.PGP (Carlson's QUICK KEYS does not work either!) [ there is a work around but it only works for some commands, not all!]
No APPLOAD!.
If you Customized AutoCAD you can Forget about all that with Carlson 2013 AutoCAD embedded. They Should call it Carlson 2013 AutoCAD LT embedded.
The beauty of AutoCAD was it's ease of customization -- everything worked with Carlson 2006 but with 2013 it's like getting a degrade instead of an upgrade.
As you can tell, I am not a happy camper. I just switched, at work, from a machine running Carlson 2006 to one running Carlson 2013 AutoCAD embedded. Quite Frankly, i don't understand why AutoCAD left us with no customization. At least give me express tools.
Nothing works with AutoCAD LT. That's the deal with AutoCAD LT. It's not customize-able. That's why it's 1/4 the price of AutoCAD.
In much the same fashion Carlson with embedded AutoCAD is not customize-able. Carlson with IntelliCAD is. Carlson loaded on AutoCAD (non-LT version) is.
