Thanks for the feedback. This is a requirement on a city application for a Lot Line adjustment. The ROS gets reviewed by the City Engineer. I'm going to request to remove the setback lines and see what happens.
You could put the setbacks on the drawing for review of the application and then leave them off the final, to be recorded drawing. I've done that with subdivision and minor land division maps where the planning department or sewer district wanted to see such things specifically for some portion of administrative review, but then left those things off of the final map. In those cases, the final map goes around to all the same departments for signature and I've never had one kicked back for not showing whatever feature they wanted to see on the preliminary review copy.
