Was the post a reset at some point for the mounds? I can picture the mounds being there for the IP but not the post.

Kurt's webpage explains the history a little better. The capped post came in 1899. Prior to that, there was a 6" pine post at the location. The rocks seem to be just placed there around the pipe to help mark the location. (I'm not certain about that).
