I wish to know on what to consider the best cordless power hand drill. I wish to have a handy tool for embedding good survey markers on very durable concrete surfaces.

You asked for the best, not the cheapest, so....
I've been very happy with the Bosch 11536VSR 36-volt rotohammer. A bit spendy, but very powerful.
Here's a review of cordless rotary hammer drills from Tools of the Trade magazine.
They pick the Hilti TE 7-AC as the winner. The Bosch 11536VSR had the fastest drilling time but is rated a "close second" due to noise and vibration. That might be a consideration if you were going to be drilling holes all day but maybe not so much for your application.
I haven't used any of the drills in this review but I have relied on the reviews in Tools of the Trade for years and have never been disappointed.

I will third the Bosch vote, although I haven't drilled that many holes it does work well. Last hole was through about eight inches of concrete in the stem wall of my house, drilled a 5/8" hole in about a minute flat, very impressed.
I have a friend with a Hilti, not sure of teh model, BUT he has drilled a ton of holes with no issues, I think either drill would serve you well.
