I use the plastic inserts but add a dab of silicone as a water seal to reduce the possibility of frost heave.

Recently, I started using epoxy to seat the bottom of the disk in to seal it and to give additional adhesion. Seems pretty bomber.
Just went back to check the disks that we set last fall. The ones set with anchoring cement look great. The epoxy ones are so-so, and some need to be re-set.
I believe there was time that USC&GS used sulphur. I've found a couple of discs set in "yellow stuff", back then I didn't know or care what it was.
I worked with a guy that used sulphur to set discs - circa 1968.

I just put it around the counter sink. I'm guessing some may make it into the stem. Like Jim mentioned, the inserts hold the monument very securely so I'm just trying to keep water out. For that matter I'm not sure water can really get down the stem.
