Sounds like an illness you're not covered for under your insurance until you've been on board for a year (now defunct under Obamacare).

Everyone who is doing any digging within 250' of a pond, lake or larger rivers must now file a Shoreland Protection Plan and pay an impact fee on temporary and permanent disturbances.
