What's a good build spec for a PC these days?
I will be running Civil3D, Carlson, and ArcGIS Pro.
Some of the drawings I work with can be pretty demanding on my current 10+ year old system, especially when I load a bunch of orthoimages.

Get a high end water cooled gaming PC maxed out with RAM and a fast processor and don't skimp on the video card.
I had a Windows 10 computer built for me with:
64 bit
i7 processor
32GB RAM. I've had a little problem with huge Orthoimages crashing my system. May upgrade to 64GB of RAM.
NVIDIA Quadro P2200 Video card. I'm running two 32" monitors. The clarity and speed of the display is amazing. Maybe upgrade to a newer version of NVIDIA video card.
I run AutoCad Land Desktop, AutoCad 3D, and Several Carlson programs. The refresh rate is instantaneous. I run them all at once with no problems.
All for around $2000. Prices have really come down and technology has improved so much since so you could probably get a faster system for $1000.
3 UBC ports. 3 more would be nice.
DVD CD-ROM. I rarely use it anymore.
Check out the Dell outlet, avoid the scratch and dent, and only buy the ISV Precision Series, without their new funky ram thing they're promoting. All the Precision are capable of 64G and up to 128G of memory in the 7xxx platforms, multiple M2 drives etc.
Nothing less than 4 Gigs In video, and for towers,like CB said earlier go big on the video card and esp the bus, that will be your bandwidth limiting aspect for point clouds etc.

So, you have a ton of options, and some half decent suggestions here. Being "pretty demanding" on a 10 year old machine can mean a LOT of things. You might be able to add more RAM to that and an SSD and be good for another 3 years. Was it a top end machine 10 years ago, or was it an off the shelf administrative assistant computer?
I would ask what kind of budget you have for a new PC and if you want to include peripherals or not. Give me your budget and I will help you get the best bang for your buck.

By Moore's Law (computer power doubles every 2 years) modern computers should be about 32 times more powerful than a 10 year old computer so any computer you get today is going to be much faster.
My motherboard just went out in February and and I upgraded my CPU, motherboard and RAM for $300.
This is usually about what I spend when I upgrade my computer and I look at www.cpubenchmark.net/cpu_value_available.html for a CPU with a high price performance ratio.
My video card is still an old GeForce 710 that I bought in 2018 for $50. It is not suitable for running modern PC games. I was curious how it would preform and ran 3DMark's DirectX 12 benchmark test. It ran at about 1 frame per second.
I am very happy with the performance of this system. I often have 10+ programs running and 20+ tabs open in my browser and everything is still lightning fast.
