Align command...

I would use [REDACTED] to the heavy lifting of clipping and referencing images. Might go so far as to geo-reference them over a current aerial. Export them out with a world and projection file and then insert them into Autocad.

Just make sure the maps are not Copyright 😉

There is a rubbersheet routine, where as you can register your unreferenced image to controlling points. It will give you the residuals and the option of turning on and off registration points.

Depending on the accuracy requirements, the controlling points could be aerial targets or common features on a previously georeferenced image (NAIP, DRG, ect.).

It actually does a very good job. If I remember right there is also a routine for clipping the overlaps and merging the mosiac of images into a single image. However the resulting image may be very large.

I have sucessfully used this method to georeference screen shots of higher resolution aerials as well as photos taken from a small plane.

I would give you specific instructions, however I do not have the software currently loaded.
