Strange Drawing Behavior

I have what appears to be a civil3D drawing.

I am using Carlson Survey 2008with embedded AutoCAD. I use TruView to convert the drawing so I can open it.

I am looking at the drawing in paper space, and I see all of the curb lines, drainage structures, light poles, etc. When I look at the drawing in model space, I cannot see all of the improvements.

I have looked at the layers, and I believe all of the layers are turned on and visible but obviously I am overlooking something.

Any advice is greatly appreciated.

EDIT: I think I figured it out. It was a layer filter state issue I think.

It is clear to me all the line work is in Paper space. Copy all of it into Model space and make sure you have the right scale and insert point and you should be good.
