I'm sending a large quantities of files to someone. Is there a quick way to either bind the references or setup the references so when the other person receives the files the file path for the references does not lead to original location.

There are several ways to do this. The following is only one way.
Several steps:
1. Fit view in one window to show content of all files.
2. Create a fence using "from view" setting and "clip" setting then select the desired view.
3. Key in "fence file" to get the "Save Fence Contents As" box.
4. Type in the name for the combined file. All contents of the master and reference files will be copied to a combined file. All items clipped out and levels turned off in references will not be copied to the new file.
5. After trying this open and examine the new file to be sure it is what you want to send the client.

What software are you using?
I believe that "Publish" in AutoCAD does what you are asking - font files included.
Recommend using Microstation >Utilities >Packager
This is the Microstation equivalent to AutoCAD's Publish.
This will create a ZIP file of all the associated reference files, symbology files, fonts, and back ground images needed for the recipient to proper view your files.
You can merge (bind is AutoCAD term for this) the references into the DGN. Not recommenced unless you want to make it difficult on the recipient, like most AutoCAD users seem to do when sending files to me. I really hate it when I get a DWG with 1000+ layers. Either they just don't know how to use AutoCAD or they like making it difficult for others to use their data.
