Would it be difficult to set up an intranet so that I can view PDF files that reside on my computer using my iPad?

The iPad doesn't have a file explorer.

On an Android device, Google Drive would probably be the application of choice. It syncs the contents of an identified folder on your PC with a corresponding folder on your Android device. It's the way I manage things like PDF equipment manuals so that I can consult them in the field via my phone when necessary.
