I did search through the files for the answer to this question, because I asked in once a few years ago, but anyway;
there is (was) a menu bar under the task bar that gave quick access to commands form the menu bar. There is a toggle to turn them on and off, and I have accidently found the off switch but I cant find the on switch.
Somebody posted the answer previously, but I cant find it.
Any clues?

Are you referring to the bar that runs full width across the bottom of the screen, can be used to show cursor coordinates, snaps, ortho, etc? That is called the status bar, and you can turn it on and off with the "statbar" command.

Thanks, but that isn't it. It's not the menu bar, but a bar that was below the menu bar that permitted quick access to the command line above the menu bar

In Microsoft parlance, the task bar is the extreme bottom of the screen.
Do you mean the ribbon? Try ribbon command.

The terminology is often the hardest part - without knowing the right word the Help function is not much help!
