I thought it would be there by default (after all they have wingdings!) but alas Civil3D is lacking. Does anyone out there have a dotted text font that they could share?

I've been looking for the same thing for years.
I just want one time have a type of muted, light text showing mildly important things.
Dotted text used to be fairly standard here for showing the previous lot numbers on a map that were subdivided into new lots, and of course, the letters and numbers were all hand drafted years ago.
With CADD, everyone seemed to have the same problem finding a suitable font for this, so developed their own style to show former lot information. I switched to a Tempus Sans ITC because it was an oddball font not used for anything else I did, and seemed to fade into the background, which is what I wanted.
In Generic Cadd I use a text font that is the same as the Leroy templates. All I have to do is to change the line type, dashed, dotted or solid and also change the line width so that dotted lines will show up.
If you are using ACAD. You do not necessarily need a dotted font.
You can assign a linetype by pen in the plotting routine.
Notice in the PLOT dialog box, the PEN ASSIGNMENTS, there is a LINETYPE option. Everyone usually leaves this setting on 0, for SOLID LINE.
But you can set it to
1 dash
2 dot
3 dash - dot
4 dash - dot - dot
