Some do. They have built in option that overrides CAD osnap setting. Example set to end point only, mouse overring on point block will snap to node.

Which program other than LDD can do this? I've demo'ed a couple popular ones, Carlson, IntelliCAD, BriscCAD, and all seem to snap to anything on the point block, and it's kind of a deal breaker for me.

If I understand correctly what you are after, I think Carlson has a command for this, called point object snap. Copied from the help menu:

Point Object Snap
When this toggle is turned on, you can move your cursor near a Carlson point and snap to the actual coordinates of the point without having to use the AutoCAD NODE snap. Point Object Snap can be used alone to display the point information or it can be turned on and used during other commands. In the example illustration, the 2DP command (2D polyline) has been started and the first point picked was point number 2074. As the cursor nears point number 2067, the point snap marker appears and the point information is displayed, click the mouse and the next polyline vertex will snap to the coordinates of point 2067.

I personally do not use the command. I use the AutoCAD node snap. It always snaps to the node of the point block. Hasn't been an issue for me. I always bring my points at with real-Z value, not sure if it makes a difference on this particular topic. I know in the old LDD, points were often brought in at 0 elevation if my memory serves me right.

Jim I switched to C3D about 4 months ago. You are getting a lot of good advice. Its a very steep learning curve and can be very frustrating. I didn't have to spend $3000 training, I went right to the $9000 in lost time.
