The issue: Objects inserted over images are visible (View>Display Order>Bring to Front). However when selecting those objects the grips are not visible. Moving/rotating the objects is a guess w/out grips. Can see grips for a moment when spinning the mouse wheel, then blank.

I used to see grips on a previous version. There is a setting I'm sure but no can find.
(Settings>Grips) is not the one.
Fairly new desktop w/ Intel (R) Graphics. Doubt its a machine deficiency.

Did you try sending the image to the back?
I will open my laptop tonight to recreate and I will post if nobody else has resolved this.

Bummer. I ran a search and one hit was a thread from here. https://surveyorconnect.com/threads/intellicad-invisible-entities.323703/ You even posted in there...
What color are your grips and what color is your image?
When you copy/move the object away from the image (or freeze the image) do you see the grips?

Grips are blue
Image is photo of coconut palms and sandy beach! Not a color issue cuz this happens w/ vic maps, aerial photos, etc.

whats cool is I open the dwg in CS 2004 and I see grips over the image. All is good.
Itellicad does it again!

Try locking the layer the image is on.
Intellicad and images are a bit contrary at times.
Just a thought.

The workaround is opening dwg in CS2004. Grips visible over images there.
CS tech said change PSpace background to black. That is strange... but it did not work anyway.

That is no fun. I cannot recreate the issue with an aerial.
Imagetype? Compression? Corrupted dwg? Weird setting?
Did it work at first? Did you delete and reimport? Audit/purge? Wblock?
