This has happened to me on two lap tops now, where the right click
starts acting up. Usually I have the option for draw order, and now it is missing. Before I was missing copy paste move and all the rest.
Is there a menu/ check box were I set the right click options, I must have bumped
it and changed them somewhere along the way?

Also to make it automatically run the last command again if there isn't something selected on the screen?
It will rerun the commands by tapping the space bar.
Labeling and 2dline is where I rerun the last command the most.
On my old laptop, now wiped of Carlson Survey,
I turned it on one day, and if I selected a line,
for the purpose of copying or moving, and then
"right-clicked" it would keep opening the attributes table on
the far left of the screen.
On this new machine, things started off normal for drawing (as on my desktop),
and I use Draw Order quite a bit to get leaders behind hollow symbols, and half way through
the drawing, my "right-click" menu does not have Draw Order any more.
It is acting as though no object is selected, I get the same "right-click" menu, if I have a object selected or none, even with all commands cleared prior to "right-clickin"
I am able to get around the missing Draw Order quick select by using "View"-"Display Order"- then managing what I want to happen, but that is a pain.
See if the Settings -- IntelliCAD Options -- Display tab -- Right-Click Action button gets you what you need:

On a side note, I just found the shift-click on trim command will extend, and vice-versa. Handy for sure, that was not in my old (old-old) icad.
Just in case anyone searches this...
Go to OPTIONS -> User Preferences -> Right-Click Customization. Change this in the Edit Mode portion to Shortcut Menu in lieu of Repeat Last Command,
I found creating a new tool bar with your favorite commands works well.
