I don't use paperspace much but Carlson topo data text that I have rotated and tweaked into final location show up in paper space horizontally.?ÿ Even if I copy it all and make it a block, PS reverts it all to horizontal.?ÿ

Not sure this is how it works in Carlson, but in C3D/AutoCAD annotative text ties its orientation/position to whatever scale is set at the time it is moved/rotated.
So if you are in modelspace with your scale set at, say 1"=20', but your viewport is at 1"=30', changes made in modelspace will not show up in paperspace. ANNORESET (or Carlson equivalent) syncs text to current position at all scales.

Hmm, from what I remember in Civil 3D there is an option in properties along the lines of "match orientation to layout" that could be toggled off and on.?ÿ I can't remember if it affects leaders or text too but it might be worth taking a look for something similar.
the command in autocad is called "chspace" where it literally keeps the exact same properties (size/rotation/etc) but shifts from model to paper or vice versa. I know former coworker ran an earlier version of carlson & I thought that the command worked on it as well. but I rarely used Carlson as I always struggled to pick it up

I do all my drawing in model space and my lettering in paperspace, that way I can use the line drawing on different paperspace sheets at different scales and not worry about the text size and plot everything a 1:1.

We have a similar workflow. Typically all of our linework (and symbolized COGO points as well) exist in drawings which are then Xref'd into layout sheets, exhibit maps, short plats, topo drawings, etc. where all text resides. Text might be in modelspace or paperspace depending on the task needs, but once boundaries are set, surfaces developed, etc. those drawings are essentially bases for sheet sets.
@sergeant-schultz?ÿ?ÿ that command made no difference in my drawing issue.
You should look into it.?ÿ At least put your borders, general notes, etc, into a template in PS.?ÿ It makes life so much easier once you figure it out.
If you're still struggling with this, I have a couple of suggestions:
Check the text style settings for that text style.?ÿ Command STYLE should bring up the dialog box, and in the middle there's a toggle that says something like "match orientation to layout".?ÿ Make sure that's turned off.
It is also possible to change each individual piece of text in the properties menu, and sometimes that gets accidentally changed.?ÿ On the Properties menu, when you click on a piece of text, there's an option called Direction that has a little pull-down menu next to it.?ÿ Ideally you'd want to keep the default "By Style".
Supposedly that setting only affects Annotative text, but I would double check it just to make sure.?ÿ The behavior you're describing sounds exactly like this feature.
