It appears as if a setting has been changed on my Carlson Survey 2013 with embedded AutoCAD. When I draw lines using end point Osnap it draws a line shifted to the side and forward or back a little. I exploded the lines and made the 0.00 elevation, but it still does this. It was also doing this in other drawings. The drawing I'm in now was working fine and now its plagued with this issue.

Any help would be appreciated.

Thank you

Try pressing the F9 key then see if it persists.

Of course you pressed F9 again to toggle that snap setting off?
------
I'm wondering if the lines actually do not connect, or if this is a display issue.
Is the offset only noticeable when you zoom very close?

Do the end points share the same coordinate? Is there a measurable distance between the endpoints?

What happens if you try to join the two lines? Fillet with 0 radius?

Do polylines act the same way as lines?

Just some ideas...

Lines cannot be exploded as far as I'm aware...Polylines yes

Do you have the Grid snap points turned on or the 3D snap points ( F4 )?

Run AUDIT. The drawing may be corrupt.
