I think this is a "0" or "1" toggle somewhere. It allows the user to select an object, then enter the command (instead of just the more common sequence: enter command, then select).
Example:
Erase command, select object.
I want to also: Select object, Erase command.

That variable can also be set by checking the "Noun/verb" selection mode under the Selection tab of the OPTIONS dialogue.
