My final offer.
It's a home-made pendulum for a clock. It must have come loose when they carried the clock out the trailer door during the eviction. Then it was mistakenly left on the side of the road when they found it while looking for the lug wrench to fix the flat tire on the truck.
Happens all the time around here.
