RTK Base corrections via TCP/IP instead of NTRIP?

Hi,
I want to send the corrections from the base station using the TCP/IP option in SurvCE and want some help.
I have a Sokkia GSR2700ISX with internal GSM modem. It works fine as NTRIP server using sokkia's software SDR+ but SurvCE doesn't have the option to configure the instrument as NTRIP server so the only options is TCP/IP and UDP/IP.
I am not very familiar with computer networks so i need help setting this up.
First question is, do I need to have a TCP server at home/office pc so that the base station sends the corrections there and then the rover receives the corrections from the server? Are there any free programs to do this or I don't understand this right?
Second, I don't have static ip in pc but i do have a free ddns service which works good. Can TCP server work with ddns or do I need static ip?
Anyone willing to help?

I use a Jetpack modem with a Static IP. On the Jetpack modem, using a web browser interface I open up a DMZ on the local port that my base has a WiFi connection to. It is very simple this way, and even easier for the rovers to get in. No password or user names need to be established...therefore, my IP of the base is free to anyone that wants to connect to it.

I do this two ways.

1) using a Trimble R10, it has a built in NTrip server. I have a static IP GSM sim card in the R10, everything works fine. BTW, I believe that AT&T/TMobile, etc block a lot of incoming data if you do not have a static IP, it seems like I can never get in to the receiver if I do not have a static IP

2) using a Trimble R7 (could be any receiver). I set the receiver to output on a serial port either CMR or RTCM corrections. That goes to a cell modem with a serial port, which automatically connects to my office PC, which is running SNIP (Simple NTRIP Caster, www.use-snip.com). From there, it serves it up to any rover that has the IP (which is dynamic) and login credentials. The free version of SNIP will do this, I use the paid version with more functionality).

I already use Lefebure Ntrip Caster with the built in NTRIP server of Sokkia and works good.
I am limited though to the SDR+ software to make the connection.
I would like to use SurvCE to configure the base in similar way but it doesn't have this option, only TCP/IP and UDP/IP.
