I would like to know why some IGS stations are experiencing a lack of new data reception (RINEX Obs Files/Nav).

In attached file (new data not received in last 10 day).?ÿ

Once upon a time (before OPUS was a thing) I was doing a program of static GPS. There was one particular CORS which was key. One day the station data was unavailable. This continued for a week.?ÿ I finally called the County Surveyor's Office that operated the CORS. Turned out the guy who usually downloaded the CORS was on 2 weeks vacation.

Another time all the CORs operated by the Oklahoma DOT (virtually all that are in OK) suddenly went dark. OPUS solutions were coming back with only CORS from adjoining states. After 2 weeks of that I made calls. Turned out that there had been a software upgrade and the automated download wasn't working.?ÿ Funny thing about that - nobody in the state had noticed that they were all off line for nearly 2 weeks.?ÿ?ÿ

I suggest that you call whoever is in charge of that site. You will likely find that it is something like that.

Yes, it's abnormal. I found that other IGS stations have the same problem of receiving data.
