Noting the move by NGS to RINEX v 3, I also noted that the IGS has released their RINEX 4.00 format document as well as an Open Letter regarding the new version.

As usual, lots of interesting details. It includes some info on the various GNSS time systems. Note that the NAV message in the new format is indicated to be in compatible with earlier versions.?ÿ
Indications are that the GNSS manufacturers are said to be developing translators to the new format.
