@robertusa fair point Robert. I see where your coming from. I treat it in case by case basis to be honest. Luckily when they introduced the new datum, large chunk of geodetic marks around the state were used for its realization. Granted its not updated as CORS is, as of now, a year and half old occupations. So consideration is always made to include such marks in our adjustment.
Having said that, for projects not requiring CORS connection, I tend to take into account the session length and distance to CORS station into account as well. I.e. I would rather use mark around the area used in datum realisation than CORS station 15 plus km away with 20mins session length. But then again, it depends on project specifications and requirements at times.?ÿ
