I read another article where it was stated that this outage would only affect aircraft flying 50' or higher (presumably above the ground?) and that it would not affect ground based GPS receivers.

Was that during the LightSquared testing?

I don't see any promise to not affect ground. They are advising fliers, not ground operations. The effect at ground is unspecified, but would be similar to that at 50 ft unless terrain provides protection.
The FAA is giving a warning to all aviation in that area. It is probably not their purpose to warn everyone in that limited area because they are not the ones responsible for the test.
The Federal DOT logo is on the other side of the announcement.
That will probably extend the warning to all GPS that relies upon similar systems used in aviation like those used in vehicles and sport and recreation and possibly surveying.
I doubt that they will know the extent of and actual outage zone until after the testing.

I ran across this news story..and was attempting to go directly to the source. Pretty large swath of area to be affected at the 50' level....whatever that means.

Texas is not affected. Cali on the other hand...........
They do this all the time. I mistakenly work on one of the GPS jamming days and it sent my base information miles away from the true location. Took me a few days to figure out what happened. I was only doing static data. I tried another time and my rover wouldn't initialize. Again.. they were jamming the signals. Actually... I'm not sure what they were doing. Always a good idea to look at the possibility of interference. I won't count Texas out either. Many sources.

I got a few calls this morning from St. George Utah. Actually have a receiver on the way back to be fixed. St George is nearly bull-eye. (South West extreme of Utah.)
Receiver fix-float-fix-float-fix-float, then would not track. I suspect said receiver works just fine when we get it on the bench.
You always wonder.

My guess is given that it's "above certain elevations" is that they're testing the robustness of the modern system for air traffic approach control - making sure that their anti-jamming techniques work, etc.
"The FAA has issued a warning to all "aircraft that rely on GPS," that once someone gets around 40,000 feet in the air on the 7th, 9th, 21st, 23rd, 28th, and 30th of June, between 9:30am and 3:30pm, their GPS will not work."
if they are wrong about the altitude the effects would be far reaching... not just surveyors
maybe we will see more people driving onto the RR or into lakes with blind faith in the in car navigation units, ships going ashore, etc.
NAVY CANCELS PLANNED GPS OUTAGE IN SOUTHERN CALIFORNIA
Its not cancelled in Northern Arizona today... Crew chief just called in - says he's never seen such screwy stuff! Anyone else having issues?
There was other testing planned this month is Arizona, Nevada, and New Mexico.
