True ground dist= 5280.52
So to be technical both methods 1 and 2 and state plane grid are incorrect
Also the official LDP Grid Dist. happens to = 5280.57

To determine "True ground dist." we need a couple of Ellipsoid Heights (and a definition of "True Ground Distance").

Yes I am - It's what NGS Tools said. (using ell. height)

I'm curious how the folks who work and report only SPC's handle record documents, cad files, or other documents that are record ground distances or proposed ground distances. Do you plot the record document, then scale it to grid in the drawing. Other methods?

As I understand it, each distance is divided by the combined scale factor, each and every distance.
