"Raytheon won the OCX prime contract in 2010 and has struggled on the program ever since. The program was restructured in 2014, nearly doubling the contract value, to around $1.6 billion, and delaying key milestones."

So let me get this straight... they awarded the contract to the low bidder, who was apparently either unprepared or unqualified, and wound up restructuring the contract and doubling the cost. Gee, I don't think that's ever happened before!! :-$

They probably wrote the RFP so Raytheon was the only company that could bid on it.
