I don't understand how or why the FCC has any regulatory authority over a the operation of an RF receiver.?ÿ Does operation of a receiver somehow kick out RF in the received band (i.e. act as a transmitter) in a way that might interfere with authorized users?

What is the penalty for receiving unauthorized radio signals from space? 30 days in the cooler? Transfer to the Russian front?

Was Glonass ever approved? Seems a bit far stretched that they can outlaw the RECEPTION of signals. At least it does mean that they will protect the spectrum here in the US (except for L6).?ÿ

I think as mentioned, this is more recognition and protection of the bandwidth here in the USA, just found it interesting. This was mentioned in an article in an amateur radio publication i receive.
