For Indiana you must follow much of the guidance offered here on determining many of the basic components of what would be involved in designing such a system.?ÿ Not exactly a cookbook, though.
Not sure if NC??s guidance helps here but they have two measures very comparable to what you describe:

*edit - I have never designed one myself as they just don??t have their place here in my part of NC. Most stormwater measures around my area are either wet ponds, infiltration basins/devices or some sort of underground stormwater detention system but measures like that have to be paired with something that help them meet the primary SCM requirement that the state puts forth. Occasionally you will find a bio retention system with under drain & media but they get costly from a maintenance standpoint if they media gets contaminated. Low density is a popular option for more rural based residential sites?ÿ
When I worked in Eugene we used the Portland BMP's for storm drain, it had some pretty good stuff in there, don't know how widely available it might be, that was like 15 years ago.
ahh, raingarden and detention.?ÿ Look at Virginia DEQ's BMP Spec 8 for bioretention.?ÿ You get water quality and quantity if you model it right.

I cannot comment on specs for your municipality.?ÿ However, SWMM5 is a pretty decent, free piece of software.?ÿ It was the basis for PCSWMM which we transitioned to after we found out it could easily import CAD.?ÿ I used to model Bio-retention Cells in either piece of software.?ÿ A rain garden could be classified as one of those.?ÿ Their LID modules were a little bit "black boxy," but you could fine-tune a Storage Unit's parameters to act as an LID from memory.?ÿ Sometimes you had to fine-tune if, for whatever reason, the LID module just did not want to work.?ÿ Both were significantly easier to use than MIDUSS IMO.
