The yellow and white curbing suggests british colonial.
The shrub suggests tropical.
The bundled up lady suggests windward side of a caribbean island.
As Prof. Cliff said the wooden scaffold suggests not Europe and not US.
The architecture says either colonial French or Spanish.

Don't be preposterous on the Bosphorus;-) .....that is Sirkeci Terminal, the original terminal station of the Orient Express, in Istanbul.
They only get limited service, as the current version of the Orient Express stops in Venice these days, where you can switch to a ship to take you the rest of the way.
