I'd like some PDF software.
That allows minor markups, adding text.
Combining pages.
Resides in my computer. Not an online service.
Acutely simple.
Any suggestions?

Acrobat is the first choice.
I used Fox-it for a couple of years. About half the price of Acrobat. Does most everything Acrobat will. Works fairly well. Bogs down some on larger files. I know you are looking for a free solution but that really doesn't exist.?ÿ
I changed over to Acrobat only because the rest of the office did, and the digital signature functionality seemed to be smoother.?ÿ ?ÿ
I use and love Blue Beam Pro. Works really great with CAD file produced pdfs. You can measure lines, etc.?ÿ

I went ahead and paid adobe, but used to use Sam, and never had any complaints.?ÿ Only bought adobe for the signing and write-protection features.
Paper port and the suite of programs that come with a new Brother all in one printer does all that for less than some pdf software costs by itself.
Nitro is a solid alternative to Acrobat and about half the price.?ÿ Although Adobe Reader does everything on your list for free except the ability to combine separate pdf files.?ÿ Most of our office uses Nitro although I use and prefer Acrobat.?ÿ I want to say I paid $325 for Acrobat Standard 2017.?ÿ It's standalone, not a subscription, and does everything I need it to.?ÿ ?ÿ?ÿ
I use PDF Architect. Does a lot and is reasonably priced.
