Why does my computer all of a sudden have these two black bars at the top of my IE ?

I don't use IE, but when I do I don't have that problem. As with all versions of windows, REBOOT, if problem persists, it could be an "internet option", that got changed. I am not sure which one.

You might try a right-clicking the top of the screen and remove one of the menus, that are showing, one at a time, to see if that makes any difference.Worth a try.

Possibly a BHO (browser helper object)? I see you have a Google bar, that's a BHO, I believe.

I don't use IE, but maybe this is will help...Disable BHO.

I think it might be a Windows thing, because I also notice when I go to my desktop several of my icons appear to be 'selected'.

Hmmm, please keep the brainstorm coming.

Google "internet explorer black bars" and you’ll get a plethora of answers. For example:

Microsoft Answers

Hardware Secrets

Only you can determine if any of them will fix the problem.

My surefire solution: Firefox, Chrome, Safari, Opera, ...

I use Firefox mostly but there are a few things I do that require IE such as the State's internet based expense claim system.

You might want to see if you have any toolbars you can uncheck, other than the command and status bars. But you will probably want to fully uninstall them.

I have noticed that sometimes that kind of behavior happens when the operating system is running low on memory - closing apps and/or a reboot usually fixes it for me.

Click on Start button

Log off from user name account.

Log in again and menu bar will return to your original settings 🙂

Strange, but simple, just the way I like it.
