USA "Waters" Regs 2B

"This proposal would enhance protection for the nation's public health and aquatic resources, and increase CWA program predictability and consistency by increasing clarity as to the scope of “waters of the United States” protected under the Act."

I would be interested in reading a short form non-biased interpretation of the implications of this proposed "scope clarification".

Even better would be a GIS map showing how much additional surface area would be covered under the new definition.

I was encouraged to see they were no longer trying to remove the term 'navigable'...

But it appears they are adding "other waters" which in effect does remove navigable. I just skimmed the first half dozen paragraphs.
