I got a message from the Vermont Center for Geographic Information email list, which mentioned this new Vermont law. Beginning January 1, 2020, surveyors will, in addition to filing the mylar plat of record with the appropriate town clerk, file a pdf with VCGI, which will go into the new survey library which they will maintain. If I understand correctly, at present, plats don't need to be filed with the town clerk unless they are mentioned in a deed that is recorded, and the plat isn't already on file in the clerk's office. Under the new law plats will have to be filed with the town clerk whenever there is a boundary change or subdivision.
