He is sounding a bit more conciliatory about GPS, and he realizes he'll have to be if there is ever to be plan of that sort. But his ex-FCC attack dog Carlisle is still on his same broken record. The use they proposed, ATC can be authorized any way they say, but it still is classified as non-conforming in a satelite band and the FCC is clear on this. That is why the FCC added a condition that they did not meet. GPS is a conforming use. All of Carlisles screanming and yelling cannot magically remove that classification.
