I've always thought it strange that someone felt it necessary to tell me that they were being honest with me. As in, "To be honest with you, I blah blah blah...." Does this mean that all the other things they told me were lies?
I avoid starting a conversation with things like:
- To tell you the truth.....
- To be honest.....
- This ain't no Bull-crap....
And wonder about people who do, do they really know what they are talking about?

When an Okie comes up and say "You aint' gonna believe this sh*t"...Then you can pretty much put faith in that you are probably not going to believe it.
Depends on who it is, with some it is just habit but those who have the need to tell you how honest they are, usually aren't. Sometimes it is appropriate, kind of like official policy is apposed to reality. My feeling is that official policy and reality should be the same and all policy needs to reflect reality, if it can't, because of backlash or whatever, then the whole system needs to be cleaned out.

I feel the same way. My former engineer partner used to say that all the time and I thought the same thing. Is this a conscious decision to be honest this time?
There is a place for those phrases, though, like if you're about to tell somebody something bad, it gets them ready for it. Example: To be quite honest, my dog's breath smells better than yours.
So you really better watch out for someone if they say.." okay...Let me be honest...I'm telling you the truth when I'm saying this ain't no bull crap, so trust me on this"

I had a boss who, when talking about a client, a colleague, whoever, would often start out by saying "I hate to say this but..."
I always wanted to cut him off and say "So don't!", but the continued paycheck came in kinda handy.
My least favorite thing to hear someone start with is "No offence, but...."
It is usually a preface to an insult.
Give it to me straight up, and I'll do the same.

Sometimes in Okie they tell you something then end with the say "I Sh*t you not". Same -same it seems.
Anyone who uses any of those phrases to me immediately pegs my BS meter.
I don't speak unless it is honestly.

I don't care too much about prefacing phrases but all these people ending days really annoys me.

In the far southern areas of Louisiana (Thibodeaux, Houma) the locals will ask you a question and end the question with what they think is going to be your answer.
Examples:
"You going home this weekend no?"
"We going to the store to get more beer yeah?"
