If Blocks 7,8 and 13 are vacated and nothing else, did the street between them get vacated? And when the blocks are vacated does that mean the ownership to the lots terminate now at the right of way of the street, not the centerline. Does vacation of the lots end the reversionary rights for the lots in block 7, 8 and block 13?

Two off the cuff thoughts...
1. My assumptions are that the Blocks are (or were) in private ownership. I do not know how private ownership gets vacated.?ÿ
2. The streets and alleys, are like dedicated to the public. Whatever happens to them the local jurisdiction, would likely have a say. I do not think the public would lose the streets or alleys unless they were specifically vacated.
I would think that unless the streets and alleys are addressed in the vacation documentation they still exist- the entire plat wasn't vacated. The reversionary rights still exist should the streets ever be abandoned/vacated.- unless the contrary can be shown.
That is a big ol' IT DEPENDS!
Would depend on several things. ?ÿWhat year? ?ÿWhat method? ?ÿWhat State and municipality? Status of ownership and development at time of vacating action. Visible indication of current uses.
Can think of a couple of cases where about half of a town platted in the 1870's was vacated in the 1880's. ?ÿNo visible sign today of any use other than agricultural. ?ÿStill, a title insurance company insisted on going through a quiet title suit for all of the streets and alleys, saying they were not specifically mentioned.
It's a head scratcher, statute allows for a plat vacation, this was called a partial plat vacation. It did not address the streets, it only discussed the blocks which are all owned by one owner, so I assume the streets are still active, not that they ever existed?ÿas travel ways, this is just farm land, only a couple of buildings in the whole town.
I couldn't find anything quite like it in case law, maybe it's never been addressed.

You need to do a lot more research, sometimes when someone donates land for public streets, they say if he streets are ever vacated then the land goes back to the original owner or their heirs. Other times half the street could go to first person to buy a lot, or the last people who owned the lot. Find where the original owners dedicated the plat, that will answer more questions than just posting a portion of a plat.
Re reading the vacation document, the acceptance by the county clerk?ÿof it, the state statutes and discussing it with an attorney it looks like the vacation is valid, the streets and alleys?ÿbetween the blocks are vacated and the landowner owns all the area.
