@field-dog that's always been a standard, anything relative to boundary and basic planimetric data.
I have found a few over the years where the top was sheered off by a snow plow and the shaft stayed put.

I don't know about a website or free, but this software might be the tool for you. I have used it for processing static and it's pretty robust.
