I've seen that charger somewhere for only $59.00 plus shipping...sounds like a throw-away when it dies at that price.

Was it permitted to be there in the first place? Something smells fishy to me!

I've always prepared individual certificates for each unit/owner in this case. End units usually have more permanent flood openings as do the interio...
