I walked out to this centerline monument armed with a 24-ounce hammer and a screwdriver, but couldn't budge the lid. I went back to the truck and got a 3-pound hammer, but it still wouldn't burp. Another trip for a 6-pound sledge, knowing that would work one way or another. It turned out to be "another."
After I got the shot I phoned the city's Public Works Department letting them know what happened. I left a cone on the lid -- there are a lot of bike riders on this street -- and went about my business. I went back an hour later and there was a new lid, complete with a monument designation (the old one said "water"). I tested the fit, and was pleased to find that I could lift it with my fingers. I picked up my cone and left satisfied.
Expect the invoice from the City early next week...or a summons for destruction of public property...

Well, since the city is my client, I'll just add a line item for their invoice and mark it up 15% per the contract. Works for me!

Did some work for the Port Authority at the airport. We needed badges to enter/drive on the AOA. we had to pay for the classes and badges then mark it up and bill them back...
Gotta love bureaucracy

Pay it then get it back on expense claim.
I'm driving a State vehicle with exempt plate, they don't care.
