I wa under the impression that the requirement was to restrict combinations of those that would imply military use, but manufacturers may limit them individually for simplicity. This impression comes from a discussion I heard about finding gps receivers for high altitude balloons. Some would not work at elevation but others will so long as they are moving slowly.
They are going too fast to be safe or else the land is smooth as glass.
I post process static and set my reading at every 5sec and roll around very slow in second gear along roads and trails to locate for possible access.
Don't want my antenna taking any more shock than necessary.

I do it all the time for dirt surveys. Pasture and rolling hills are common in SD. The efficiency far outweighs the small inaccuracy.
