Upper Culmination of a star...

Am I correct in thinking that LHA (local hour angle) is 0 at upper culmination, 90 at west elongation, 180 at lower culmination and 270 at east elongation?

Short answer, NO you are not correct. Even for a close circumpolar star like polaris the hour angle for eastern or western elongation is not 90 degrees.

Of course upper and lower culmination do occur at (local sidereal hour angle) of 0 and 180 it is only elongation that I was referring to.
