Unidentified Plane Table Protractor

I recently acquired this instrument and it appears to be a protractor to be used in conjunction with a plane table. I have a preliminary date of the first quarter of the 19th C. and it is most likely of British make. The instrument is bronze and had an 8" scale on the bar with two sets of divisions for 1/50th and 1/100th of an inch. The protractor is marked in Minutes with the vernier scale giving Seconds. There is no signature on this piece. I found a similar one by John Pool in the Smithsonian. Any additional information on this would be appreciated. Thank you.
