GPS isn't required but it definitely saves time.?ÿ The rule doesn't require SPCs on the POB, only that one corner be tied to a benchmark.
Whether one uses TPOB/POB, or POC/POB, or POB/POE, or some combination thereof will not make a difference if the description is well written.
Is there a monument marking the corner or "point of XXX"? Describe it in detail.
When traveling a bearing and distance, is it coincident with a line of an adjoining parcel? It darned well ought to be if it's a retracement...so call it out. In what document/deed/record of survey did you find that adjoining parcel's description? Put that in there too.
If all you've got are bearings and distances, and maybe a tie to a "corner" without actually describing the monument marking said corner, of course there might be problems with that description somewhere down the road. Supplementary information will make the intent, and physical evidence, of the lines being established/retraced/run clear to anyone reading it in the future.
Far too many surveyors think that by being vague in description writing, they are somehow avoiding liability - and in the process making things more difficult for the public and their fellow practitioners, doing everyone a disservice in the process.

Most new parcels are in plats (in my world). So, the document that creates the parcel (the plat) certainly has monuments described.
What about trying to close on a TPOB when commencing from the POB??ÿ Only asking because they talked about it in the conference.?ÿ

Benchmark? Are they worried about elevation?
Many benchmarks have very loose horizontal coordinates, truncated to whole seconds of lat/lon. Is that an okay tie?
