What guidence do you have for tightness on the cap screw which holds the leg to the head? I recall from my 82C days that the field test was to raise the leg horizonatal to the ground and release it. It should drop smoothly to a 45^ angle but stop before hitting the ground. Any better guidence/ "offical" publication on this?

I realise it's probably more personal preference, but I think over-tightening would shorten the lifespan of the bushings under the caps.

That's right, in the field anyway. There is a specified torque for those bolts, however, in the field, without a torque driver the best guess is exactly what you said.

In addition, make sure the footscrews (if any) are tightened as well. We are seeing a lot of wobbly setups lately because the guys are checking the hinge bolts and leaving out the footscrews.
